China will formulate an action plan and road map to reach a carbon peak in the steel industry this year, and the progress is being closely watched, according to China Media Group’s economic radio, Tianxia Caijing.At the 2021 (12th) China Iron and Steel Development Forum on Thursday, a revised and improved draft of the steel industry’s carbon peak and carbon reduction action plan has been formed, with five steps proposed.
According to the news revealed at the forum, the “Iron and Steel Industry Carbon Peak and Carbon Reduction Action Plan” organized by the relevant ministries and commissions for many external discussions, the recent action plan has been completed in the first draft, the Metallurgical Industry Planning and Research Institute as a support unit to participate in the relevant work.The industry carbon peak target is initially set as: before 2025, the steel industry to achieve carbon emissions peak;By 2030, the steel industry is expected to reduce carbon emissions by 420 million tons by 30% from the peak.There are five ways to achieve the goal, namely promoting green layout, energy conservation and energy efficiency improvement, optimizing energy use and process structure, building circular economy industrial chain, and applying breakthrough low-carbon technologies.
To be specific, in promoting green layout, we need to optimize the layout of industries, prohibit new production capacity, increase green logistics, and promote green products throughout the life cycle.In particular, in terms of production capacity, the authorities have recently reminded the steel industry again that there is still a risk of overcapacity.At the forum, Li Yizhong, chairman of the China Federation of Industrial Economics, also suggested that the steel industry continue to shut down outdated capacity.”The country’s industrial capacity utilization rate is 74.5, and ours is 78.8.The per capita annual income of the steel industry workers is more than 100,000, and the per capita steel output is more than 880 tons. This shows that our 13th Five-Year Plan has laid a good foundation for the 14th Five-Year Plan. We hope to continue to eliminate backward (capacity) and control new (capacity).”
Energy-saving and energy efficiency improvement approaches include the promotion of advanced and applicable energy-saving and low-carbon technologies, the improvement of the self-generating rate of waste heat and energy, and the application of digital intelligent technologies.Optimization of energy use and process structure includes optimization of raw fuel structure, recycling of scrap steel resources, development of new energy and renewable energy.Luo Tiejun, vice chairman of the China Iron and Steel Association, also mentioned at the forum that scrap imports should be increased.”The steel industry needs to reduce exports of general products while maintaining exports of high value-added products, resolutely put an end to exports of low value-added products by adding alloys, and increase imports of primary products such as billets and scrap steel,” he said.
Yin Ruiyu, an academician of the Chinese Academy of Engineering, suggested that the structure of the steel industry process and the layout of the steel mills should also be adjusted.”The process structure of China’s steel industry should be adjusted in the process of downsizing development.We should use the whole scrap electric furnace process to produce long materials for construction, instead of small and medium-sized blast furnaces, converters to produce rebar, wire and other bulk products, that is, to develop the appropriate layout of steel mills around the city, the use of urban mines.”
The construction of circular economy industrial chain includes regional energy integration, solid waste resource utilization and promoting the joint production of toughening.The application of breakthrough low-carbon technologies includes the application of hydrogen smelting and other aspects.Li Xinchuang, Party secretary and chief engineer of Metallurgical Industry Planning and Research Institute, said that achieving green hydrogen production and cost reduction is the key to the breakthrough of hydrogen smelting technology application.
In addition to these five paths, Luo Tiejun also stressed again that the realization of carbon peak from the decline of steel production.”In the future, the intensity reduction of unit carbon emission reduction is limited, not only the reduction of energy consumption, but also the corresponding carbon reduction is limited.So to reach a carbon peak, the first thing to do is to start with a decline in steel production, especially iron production, because 70 percent of carbon emissions are in sintering and blast furnaces.”
